Senior Oracle / .Net Developer
1.    Project IT002583 - Salt Spreader GPS-AVL:
•    To help with the architecture of the application and to ensure the most efficient processing of the large volumes of GPS Data.
•    To develop Oracle PL/SQL procedures for pre-processing data coming from vendor (Grey Island Systems).  Included in these procedures will be the calculation of Distance, Time and Volume to next/last GPS record.  
•    To develop Oracle PL/SQL procedures to populate our own data schema from user/vehicle information delivered from Grey Island and create history of what changes have occurred.
•    To assist with the creation of Advanced .NET Reporting Services/Web Services.
•    To help with advanced issues in development of .NET GUI.
2.    Project IT002153  - BAM Application Upgrades
•    To assist with the development/deployment of 3+ applications that have been completed but not placed into production due to resource shortage.  Applications include the Concrete Cylinder Management System (CCMS), Employment Survey (ES) and Portfolio Information Management System (PIMS).
•    Once these applications have been placed into production, we will need assistance with bug fixes and small enhancements to complete them.
•    Solid Waste and Industrial Waste Web Applications need to be converted from various old versions of .NET to Visual Studio 2008.

Term:    From April 26, 2010 to December 30, 2010
Days of effort = 140 days  

Purpose: (Background):  
An Oracle/.NET Developer, that has experience with GPS technology, is required to assist with system design/development of various components of the Salt Spreader GPS-AVL Application for the Ops Engineering & Tech Support Branch Department of Public Works and Services.

•    Advanced reporting application deals with large volumes of data. Poor Architecture could result in poor reporting results.
•    Data must be pre-processed to increase efficiency of reporting.
•    Business rules are complex requiring pre-processing/transformation to useable data schema.

An experienced .NET Developer is needed to assist with the final deployment of 3+ applications that have been completed but not deployed.

•    Concrete Cylinder Management System needs to be tested and placed into production.  During testing, various bugs will need to be fixed.
•    Employment Survey System business rules need to be re-defined and system needs to be finished and deployed to test/production.
•    Portfolio Information Management System needs to be completed and deployed.
•    Solid Waste and Industrial Waste applications have been developed using various old version of VS.NET. Need to upgrade.

Terms of Reference
Architecture of Oracle Database:
•    Provide expert advice on the best way to create schema that will organize data for efficient querying.
•    Analyze outstanding problems in the schema and provide solutions.
Pre-Processing Data (Distance, Time, Volume):
•    Develop functions to calculate Distance, Time and Volume.
•    Develop procedure that uses the above functions to pre-process the data for consumption in the reports.
PL/SQL Procedures for Users and Vehicles:
•    Develop procedure that splits the user/vehicle table provided by Grey Island into something useable for the application reports.
BAM Application Upgrades:
•    Provide assistance with deployment/upgrades of various applications.
Training & Mentoring on the Oracle/.NET Suite of products:
•    Provide current expert level of training and mentoring to junior Oracle/.NET developers.

Qualifications:
•    Three-year university degree or community college diploma, preferably in Computer Science or Business Systems, coupled with a minimum of five years of progressively responsible experience in system analysis and design.  
•    At least 3 years experience in developing Oracle forms/reports, designing Oracle database schema/tables in a Windows 2000/Windows XP environment. Advanced knowledge of the Oracle Internet Developer Suite IDS 10g and Oracle Application Server technologies.
•    Knowledge of database concepts and structured system analysis and design techniques.  
•    Ability to apply sound conceptual thinking to complex business problems and implement practical solutions.
•    Effective team player, with proven communication, presentation, and analytical skills. Will be working with the Public Works & Services Business Applications Management development team and clients.
Participating in systems integration function will require the following skills:
    User needs analysis, defining requirement specifications, modification specifications, program development and testing, systems documentation, end-user support, and systems maintenance.
