Organizational Assessment Consultant (Visually Based Design Consultant)
2.0 Objective(s) and Background
Elections Canada is an independent, non-partisan agency that reports directly
to Parliament. The Agency must be prepared at all times to conduct a federal general
election, by-election or referendum, administer the political financing provisions
of the Canada Elections Act, monitor compliance and enforce electoral legislation.
The Policy, Planning and Public Affairs Sector is responsible for developing
frameworks for the areas of performance management, risk management, evaluation
and reporting, as well as approaches and processes to facilitate the horizontal
integration of Elections Canada˘s corporate management functions. The Sector is
also responsible for leading the development of outreach and public education
programs and initiatives as well as designing strategies to engage key stakeholders
on a broad range of policy or program issues.
3.0 Scope of Work
To facilitate its work the Sector is seeking expert consulting advice to develop
visual presentations of organizational and planning frameworks; outreach and engagement
frameworks and action plans. These documents need to be relevant and comprehensible
to internal audiences composed of senior managers and employees as well as externally
to key stakeholders.
The proposed consultant / consulting team will have extensive and recent experience
in developing visual communications tools; project leadership; and be able to
demonstrate experience in relevant projects which required a comprehensive approach
to issue definition, process mapping and outcomes, and the use of creative design
to visually represent complex concepts.
3.1 Tasks / Activities
Services delivered under any resulting Contract will be on an \"as and when requested\"
basis including:
- Ongoing advice and counsel to senior executives within Elections Canada;
- Design and implementation of meetings to engage teams with an expertise in
planning; risk management, and outreach activities.
3.2 Deliverables
The preparation of knowledge management and visual communication tools including:
- dashboard for a forward agenda (with an interactive component)
- youth engagement outcome map
- a stakeholder consultation and engagement framework

Period of Work
The work is to start on contract award date, estimated to be in April 2010, and
must be completed by December 31, 2010.

Location of Work
The Contractor will be required to complete the work at their own facility and
meetings will be held at Elections Canada˘s head office where the consultant will
be escorted by an Elections Canada˘s staff member:

6.0
Security Requirement
Any proposed consultant must, at all times during the performance of the Contract,
hold a valid Designated Organization Screening (DOS), issued by the Canadian and
International Industrial Security Directorate (CIISD), Public Works and Government
Services Canada (PWGSC).
The proposed consultant requiring access to PROTECTED information, assets or
sensitive work site(s) must EACH hold a valid SECRET CLEARANCE, granted or approved
by CIISD/PWGSC.
Any proposed consultant must be security cleared to the level of SECRET at time
of proposal submission. With your proposal submission, you must include the security
information for the proposed consultant (Name, Security File #, DOB)
Definitions
Systems dynamics
- System Dynamics is an approach to understanding the behaviour of complex systems
over time. It deals with internal causal relationships and time delays that affect
the behaviour of an entire system. System Dynamics theory studies complex systems
using feedback loops, stocks and flows
Visual communications
- Visual Communications approach uses visual aids to convey ideas and information
in forms that can be read and looked upon. Visual Communications solely relies
on vision and is primarily presented or expressed with two dimensional images.
Examples include: signs, typography, iconography, graphic design, illustration,
colour and electronic resources. A visual message accompanying text typically
has a greater power to inform, educate or persuade an audience.
Knowledge management
- Knowledge Management comprises a range of practices used in an organization
to identify, create, represent, distribute and enable adoption of insights and
experiences. These comprise knowledge either embodied in individuals or embedded
in organizational processes or practice. Examples of skills/tools are:
- facilitating knowledge creation, sharing and re-use through visual communications
products, project plans, and/or high level process maps;
- creating, developing and sustaining the flow of knowledge through policies,
standards and templates;
- moderating focus groups/discussions;
- consulting on group processes;
- developing research and implementation strategies for knowledge management,
information management, document and records management, and data management.
Appendix B
Evaluation Criteria
It is essential that all requested information below be fully described in the
proposal. Any failure to provide information shall work to the disadvantage of
the bidder.
1.0
Mandatory Criteria
Proposals will first be reviewed by the Evaluation Team for confirmation of compliance
with the Mandatory Criteria of this RFP. This confirmation will take the form
of validating that the statements and supporting material referenced in the responses
substantiate a compliant response. Mandatory Criteria will be confirmed on a simple
pass/fail basis. Proposals not complying with any Mandatory Criteria will be considered
non-compliant and will receive no further consideration.

M1 Bidder must demonstrate, by providing three (3) project summaries, that the
proposed consultant has extensive (defined as five years) and recent (defined
as three years) experience in: - developing visual communication tools - approaches
to issue definition - process mapping and outcomes - use of creative design to
visually represent complex concepts - project lead capabilities - experience working
with senior management (Director General level and above) Project summary must include as a minimum: - demonstration of extensive and
recent experience as detailed above - project description and tasks performed
- date and duration of the project - client reference contact information (name,
title, telephone #) Elections Canada reserves the right to contact the client reference to validate
theinformation provided by the Bidder.
2.0
Point-Rated Criteria
Bidders meeting the Mandatory Criteria will then be evaluated with respect to
the Point-Rated Criteria and shall be assigned scores for each item identifying
its relative importance.
Point-Rated Criteria for the technical evaluation must achieve 70% of the available
points to be considered compliant and be eligible to proceed to the Financial
Evaluation.
