Project Manager to support ITSB Capacity
Management Service Delivery.
Objectives
To
provide Project Management expertise to support the Capacity Management OLA
objectives, including
the provision of advice and guidance on initiatives of both strategic and
operational importance to senior officials.
Background
In
09/10 the Capacity Management discipline project focused on full operations
implementation of
Capacity Management, while supporting SMD Service Support processes within
operations and
moving towards Continual Improvement and Optimization (of processes). The work
performed also supported the ITSM project initiatives, which supports SMD\'s
commitment to operational excellence and leverages the 3+ years of investment
in Service Management Improvement (SMIP)
and 09/10ITSS investment funding.
In
10/11 Capacity Management has 4 main objectives:
1) Continue
to support the Capacity Management DE in the evolution of \"Production
Ready\" Capacity Management through
Continual Improvement.
2) Preparation
and publishing of the ITSB corporate Capacity Plan (June and November Issues), while fulfilling Capacity
Management OLA commitments (deliverables, KPIs, funding and resource requirements).
3) In
Support of ITSM deliverables, implement the Capacity Management Portal,
consolidate capacity
management tools, and work to implement a capacity management database (CDB)
4) Support
the ITSM project in working towards obtaining ISO 20000 Certification for
selected service(s)
and transitioning ITSM processes from ITIL version 2 to version 3.
Scope
The
work will encompass all Project Management activities (e.g. developing
workplans; maintaining a project schedule; reporting on project status; etc) in
the area of IT Service Management
(including Capacity Management, Configuration Management and Service Level Management).
Tasks 1. Prepare briefing materials on project status
including updates on schedule, cost and performance.
Maintain project schedule, identify and track project risks.
2. Develop and maintain Key Performance
Indicators (KPIs) and dashboard to reflect project status on an
on-going basis.
3. Coordinating and preparing documentation in
response to scheduled and unscheduled reports, returns and observations to
update management on project progress
4. Establishes plans for major work activities
and tasks and integrates these into project schedule on an ongoing
basis.
5. Prepares and maintains Project
Implementation Plans
6. Developing and completing project
deliverables as per the defined requirements and in compliance with quality
assurance and control standards within the set schedule
7. Implementing and monitoring project
management processes such as risk and issue management,
quality assurance and control, document management/control and project change
management/control
8. Identifying and documenting business
requirements and deliverables/outputs of a sub-projects) within a
large IM/IT project
9. Defining and documenting of work plans and
schedules for the sub-project
10. Maintaining the project schedule/work plans
and performing weekly updates for inclusion in the overall
Master Project Plan
11. Reporting progress of the project or
sub-project (producing status reports) on an ongoing basis and at scheduled points in the project life cycle
using a formal cost/schedule control method,
a project tracking tool such as Microsoft Project and holding regular project
review
meetings
12. Consulting with project team members,
customer representatives / stakeholders, and other project teams where required
and working with the SMDS Project Management Office to ensure that sub-project goals and objectives are achieved
and issues/risks are mitigated/resolved.
13. Participating in risk identification and
developing mitigation strategies, taking corrective action to minimize overall
impact on project or sub-project and providing regular status updates
14. Developing and delivering training to
stakeholders including mentoring team members to facilitate
knowledge transfer, communication and user adoption (e.g. processes, procedures,
tools, etc)
16. Delivering presentations to management on
project overviews, performance, etc
17. Coordinate project working groups with team members and
stakeholders to ensure proper identification of business and
functional requirements
18. Utilizing a Project management methodology and
working with a variety of project management tools to provide effective and consistent
management of the project or sub-project.
- Status
and Progress Reporting - oral briefings to the Technical and Project Authority
on a biweekly basis along with formal progress and status reporting,
leveraging the format and project management processes currently used by the
Department; any material delays or issues that will materially impact the
achievement of deliverable dates will be reported immediately; and
- Committee
Meetings - the Contractor may be required to attend additional meetings upon
the request of the
Project Authority to relay current progress of the engagement.

- Weekly Status Report to Project Authority by close of business Friday,
in the following format: Work completed
during the reporting period:
Meetings attended by contractor (names, date
and purpose),

Work scheduled for the next reporting
period:
Meetings
to be attended by contractor (names, date and purpose),
Deliverables

Any
issues and/or risks encountered;
Areas
where work has been delayed due to lack of Crown input and/or decisions;
Upcoming
absences from the office for the next two-month period.
Travel
All
the work associated with this SOW is to be carried out in the National Capital
Region (NCR) and no travel is expected
outside the NCR.
Travel
within the NCR will not be reimbursed. Travel outside the NCR will be per
Treasury Board
policy and requires prior approval from SM&D project authority.
Client Support
- PWGSC/ITSB/SM&D
will provide resource with a workstation and required software
- Resource
will be required to work on site
If all
responses are \"yes\", continue with Point Rated Evaluation. If there are any \"no\" responses,
the proposal is not compliant. Point Rated Evaluation Criteria:
The proposal will be evaluated and scored in accordance with specific evaluation criteria as detailed herein. It is imperative that these criteria be addressed in sufficient depth in the proposal to fiilly describe the bidder\'s response.
